
Homosexuality And Lesbianism Eating Up Ugandan Prisons, Aids Commission To Give Free Condoms To Prisoners The commissioner general of Uganda Prisons service Johnson Byabashaija says the acts of homosexuality and lesbianism are eating up Ugandan prisons. Byabashaijja said this in a meeting with executives from the Uganda Aids Commission over the increasing spread of HIV/AIDS in Ugandan prisons. According to a reliable source from the Uganda prisons services who asked us not to disclose his identity, homosexuality is not only amongst prisoners, but also among prison workers and wardens. The source told us that a seriously solution is needed because this has also led to the increased spread of HIV. However, the spokesperson of the Uganda Prisons Services Frank Baine, in a one on one interview with the Grapevine refuted allegations that there is a high homosexuality rate in Ugandan prisons. Baine said that the acts of homosexuality and lesbianism are outside the prisons premises, but because they welcome people from all walks of life with different behaviours, some of the prisoners come with these bad habits. “Three quarters of our prisoners come from very poor background and poor families. They come with different behaviours, there is no way we can prevent this but we talk to them, we have a bill on homosexuality, the government should make it a law if such acts are to be fought in prisons, but what is hurting is that the bill is there but nothing is being done to prevent these acts,” Baine said. He however appealed to the government to discourage homosexuality teachings and also engage other institutions like schools and churches if this vice is to be fought. “We have good facilities at our prisons and we can’t entertain such acts, we however have to focus on how we can help these prisoners stop this vice when they come here so that they can get out of here as better people,” Baine said. When the Grapevine spoke to the director general of Uganda Aids Commission Nelson Musoba, he said that they are in talks with the prisons service bosses to give prisoners condoms as a way of preventing the spread of HIV/AIDS in prisons. He however emphasized that this is just a proposal and if it is accepted, they will start giving free condoms to prisoners.
